is this HP mini notebook a good buy for its web cam and is it fast?

this one is $400 but there are some that are cheaper. i just want a laptop that has a good web cam and can take good pictures
with this laptop does it count down like 3,2,1 before it takes the pic or does it just take it and can u change the picture to be like black and white or something?
also, i read that it has a good video quality bc i want one where if i video chat i want it to be a good quality and now be delayed or anything

is it fast?

Buying a computer because of its webcam is like buying a car because of its stereo: Silly, because in both cases the accessory has nothing to do with operation or reliability, and you can add on a better device later on.
